It is not as fun and gratifying as starting at 1st level, and watching your character grow, but if the only other people around have higher level characters, then you gotta do what you gotta do. Just start the character at 1st level, and continue going up levels until you reach the desired level. There is a chart on the DMs Guide, not sure where, that tells you how much gold a character of that level should have. Be sure to have a good backstory to explain how you came to be. Good luck...
