I use three elements when designing a Quest.

People, Places and Thing.

People: Who is it "For"...who is it "Against". Who will benefit and who will suffer. Etc.

Places: Where will the characters be going? How will it effect the Quest? Will their effort get sidetracked via unforseen challenges?

Thing: Why? It is an ethical/moral situation? Is it a Historic or Political situation? Or my favorite: Is it personal?

A good quest should be simple to explain, but extremely difficult to Game Master and see to its success. Though, once success is achieved; it is all worth it.
