In the FRCS book, players can choose which region their character is from--and get special bonus equipment. Looking at the Dalelands (p. 30), it states that one choice is a "mighty composite bow (+2)". Am I reading this correctly that this is a bow +2?

Just seems kinda powerful for 1st level characters to begin with.

Please advise.

I think it's more likely to be a bow with a +2 damage bonus for people with high strength. That would be more in keeping with other equipment bonuses. From the SRD:

A composite longbow can be made with a high strength rating to take advantage of an above-average Strength score; this feature allows you to add your Strength bonus to damage, up to the maximum bonus indicated for the bow. Each point of Strength bonus granted by the bow adds 100 gp to its cost.

Aye, normal bows don't gain bonus damage from Str scores, but the mighty composite ones do, this free item will allow you to gain up +2 Str damage with each arrow.

In 2e you had to have a Str score of at least one less than the bow allowed to even draw it, but I believe they removed that with 3.0-3.5.
