At level 17 monks get the Tongue of the Sun and Moon feat. It says speak to any living creature. My question is that can they understand them as well?

-This really belongs in th D&D General section, since this really has nothing to do with the Realms.

Speak Language skill says nothing about understanding a spoken language either, only that you know the language and that you can read and write it. :P

But seriously: the wording is "speak with" not "speak to", and while English is not my native language, I would presume that speaking with someone has a strong implication of mutual understanding.

Aye, what AGnome said re: with

And if your DM still wants to mess with you, just hold your conversation with ink, quill and parchment. The Speak Language skill CLEARLY says that will work.
