Doesn't Harrowdale have a ruined castle in it? That would be the perfect dungeon for the setting. Are you wanting more then a dungeon crawl? There could be lots of things. What about some of Lashan's gold squirrelled away somewhere? The were creatures out there could be causing problems. There is always elven-human trouble you could stir up. Harrowdale could start harvesting trees and breaking the Dale Compact. Of course, this is all not including any religious cults and greedy humans trying to cause human/human problems.

Amazing that I'm running a game in Harrowdale. Maybe I can help. Velars wood is known for cloakers and Trolls (CR 4), so they could make good encounters for a 4th level party. I used a 3 way conflict between a group of Red Wizards wishing to open an enclave, the Zhents wanting to hold on to their business, and the clerics of Mystra wanting to smite the heathen (and sell their own magic items). I eventually ran a group of Drow outcast from Cormanthor wanting to turn the city against the good Drow living in the wood. This has taken my group from level 3 to level 8, though they have moved to Cormanthor to 'get to the bottom' of the Drow situlation.

Is there actually much of a magic market in Harrowdale? It doesn't seem like there would be much money in Harrowdale for magical gizmos.

Just a thought.

I'm just laying out the bare bones of a Harrowdale campaign ATM, and I'm going for that creepy undead vibe. The idea is, a Lich has moved in underneath the ruined castle (can't remember the name right now) and is consolidating his claim as lord and master of everything bad in the region. Of course, the PCs are starting off at first level, so the Big Bad won't be making any personal appearances for a long time, but there's plenty of low-level cannon fodder around when you're dealing with Liches. Imagine Harrowdale being treated as a fantasy analogue of Sunnydale, and you're halfway there.
