They already did that in a few years from now, they just haven't figured out how to send it back in time. :P

Actually a more pressing question would be, how does anyone create rules for time travel that aren't open to horrid abuse but still have enough catch to bother doing it at all? Interacting with your past is an absolute no-no, changing your future doesn't make a difference when you get back, and if it's limited only to virtual trips, you already have spells that can accomplish much the same thing.

I was thinking more in terms of going back to Netheril and or the Crown Wars...

Read the information on time travel in the "Netheril" boxed set or the "Cormanthyr" accessory. They give all the 'rules' and comment re changing the timestream, ramifications etc.

You can also take a look at the Portals in Time (http://www.wizards.com/default.asp?x=dnd/pg/20030402x) series of articles on the D&D websitre, which lists three portals in the Realms that somehow allow time travel.

There are also rules for the 9th-level Sor/Wiz spell Teleport Through Time and the Create Time Portal epic feat.
