The words in the PH get all mixed up in my head and I can't properly work out the check. Also, when you loose actual constitution points, how does it affect your HP directly? For example... I am a level 4 fighter and I have a Con of 15 with a total of 42 hp (36 hp for level, and 8 for Con bonus) and I was drained for 3 points Con damage. How many HP do I loose per point? Thanks

You lose 1 hit point per level each time your Constitution bonus is reduced. Also remember that you cannot have less than 1 hp per level, even if penalties would reduce it to less than that. In your example, you would lose 4 hp as your bonus is reduced from +2 to +1.
