Does somebody knows what is or what means that symbol that appears in the FRCS cover?

Those runes - translation :

Dethek: The secret fires of our hearts burn with the memory of wars lost and heroes slain, but like the stone from which we came, we endure

Espruar: We remember cities now in ruin and forests murdered, yet still we sing to the stars and hope for renewal.

The words are in English, only the alphabet needs to be translated.

The symbol itself is a set of Borromean rings (http://en.wikipedia.org/wiki/Borromean_knot)

No, I think its from SeanKReynolds website (though I'm not sure) and it's not that hard to learn a new alphabet (half an hour or more).

When we were designing the 3rd Edition Forgotten Realms Campaign Setting, we decided early on that we'd do a cool magical symbol on the cover. Robert Rapier, the art director, came up with the symbol and the cover design. He came to me late in the process and asked, "So what should the dwarven and elven runes say?" So, I thought about it and composes the quotes below as a bit of an "Easter Egg" for any fan who used the alphabet illustration in Chapter 3 to decode the runes. I'm pretty proud of 'em--I think the sentiments they express are very dwarven and very elven, really.

Of course, I know we should have first translated from English into Dwarven and Elven and then encoded the runes, but we've never made up enough of either language to do that. And it would be way less cool to have gibberish encoded on the cover.

Yes when one sentence would be needed to describe FR dwarves and elves it would be that one.
