Creatures of Fey type (nymphs, dryads ...), normal animal don't speak sylvan (they are not enough intelligent).

Creatures with Intelligence below three are usually unable to speak or understand any language. This includes every animal, since animals in D&D always have, by definition, an Intelligence score of 1 or 2.

Sylvan is poken by most feys, as well as creatures of the forest, such as treant or centaurs.

IIRC not by default, but they can choose it as additional language..

Speak with Animals of Its Kind (Ex): If the master is 7th level or higher, a familiar can communicate with animals of approximately the same kind as itself (including dire varieties)

Communicating necessarily doesn't mean language, of course that animals communicate, but their intelligence determines how complex

-Yup, and it is a commonly learned additional language, since Elves interact with other Fey creatures very often.

In the Forgotten Realms (according to the Player's Guide to Faerūn), Sylvan is an available bonus language for humans from Aglarond, Chult, the Dalelands, the Great Dale, the Moonshae Islands, and Silverymoon; most non-drow elves, gnomes from the Great Dale, Thesk and the Western Heartlands; half-elves from Aglarond, the Dalelands, the High Forest, and Silverymoon; and halflings from the Chondalwood.

In addition, any druid can choose to Sylvan as an additional language. No non-druid dwarf, orc or half-orc has the option to pick Sylvan as an additional language.

Some backgrounds from Champions of Valor also allow you to choose Sylvan as one of your bonus languages.
