For 25 weeks or so I've been bouncing my PC's all over the SW of the Silver Marches. From Silverymoon they've adventured in the Silverwood, explored the Underdark wilds between Araumycos, the Darklake, and the Fardrimm, tromped about in the Frost Hills (Dungeon of the Ruins), and scaled the Nether Mountains. In that time they've made quite a few enemies: A very old red dragon, a Clerical Lich of Cyric, some Githyanki, and the Acolytes of the Hidden Flame (Slaadi trying to free the Slaad Lord Bazim-Gorag).

So as they are levels 16-18 atm, I'm trying to wrap up the campaign in a spectacular fashion. Firstly here are my PC's:

The Nine of the North
Braut: shield dwarf Bbn 6/Ftr 4/Frenzied berserker 3/Halberdier 5 (homebrew reach weapon specialist)
Cael: moon elf Ftr 7/Deepwood sniper 8
Jag: 1/2orc Rgr 9/Bbn 3/Orc scout 5
Jolt: human Brd 10/Clr 5 (of Finder)/Trubadour of stars 1
Lythis: human Clr 11 (of Lathander)/Ftr 2/Hospitaler 5
Milo: halfling Rog 13/Wild scout 5
Phinneas: human Wiz 9/Harper Mage 8
Taros: moon elf Ftr 9/Rog8
Tyre: fire genasi Psion 13/Ftr 4

The idea I'm having is this. Throughout the course of their adventures only 4 powerful enemies or groups of enemies have lived to fight again.

The Acolytes of the Hidden Flame escaped the notice of the Nine when they defeated the cult forces raiding caravans in the upper vale of the Dungeon of the Ruins. The PC's never went back to look deeper.

The Lich Vargnin (Beyond the Light of Reason, a Dungeon adventure) survived only because they failed to destroy his phalactary (a copy of the Book of Vile Darkness they have a hold of but has slipped their mind). It was here they discovered one of the potential "true signs" to claim leadership of Rhyester's Matins. However a Planetar called in to help them defeat the Lich (lucky Planar ally scroll) demanded that the Lythis not attempt to lead the temple and to keep Nightbreaker out of play...

A githyanki scouting party (a mini-Incursion plot)was driven back to the Astral and it's portal destroyed by the Nine. They were on a mission to recruit the service of Kahilatheraxus, a very old red dragon female. It was from the Gith that the Nine discovered a journal and map to her lair.

And their last exploit, the raiding of Kahilatheraxus' lair. Realizing they had stepped beyond their power they retreated into her treasure chamber, sealed it with a wall of force, looted it of it's magical contents and escaped. The entire cavern was warded with a forbiddance so they used their staff of earth and stone to tunnel out of it's effect and teleport away -- a very smart move I have to admit.

Now I want to bring their enemies back into the campaign. I'm going to team up the Githyanki with the Acolytes of the Hidden Flame (and Bazim-Gorag). Together they are going to raze and pillage the Savage Frontier from the Lurkwood along the Surbrin to Yartar and Triboar. The Acolytes have made a treaty with the Arcane Brotherhood to force any Refugees from Mirabar and the Savage Frontier (Longsaddle, Griffon's nest, Beorunna's Well) to turn east towards the Evermoors and the Silver Marches. The Overwizards hope to over burden the confederacy with hungry mouths to feed. Further south, a Legion of Githyanki and red dragons Gate in to cut off the trade roads into the Marches (and draw out Waterdeep). All in all it's merely a distraction, a feint by the Githyanki for some other Dire purpose (not relevant to the campaign).

The PC's are planning on attacking the dragon again ASAP because they don't want to give her time to move her lair or begin destroying settlements nearby trying to draw them away from Silverymoon's protective walls (and mythal).

Where and when should the Lich Vargnin come back into play? He's been lying low re-equipping (the PC's destroyed him by throwing him into a Holy Pyre (natural gas vent)

All advice and ideas are appreciated. Here's a link to a map of the region for reference.

Did the PCs defeat Bazim-Gorag? If not, the Arcane Brotherhood could certainly provide the appropriate wizards to cast the spell to free him. Throwing him into the mix could cause some trouble.

The Githyanki might want to contact Klauth, seeing as he is a very powerful red dragon and in the region.

I'm not sure how you want to end this, though... Should the party fall? When would the be willing to retire? What are their goals?

No, the PC's didn't defeat Bazim-Gorag. I was actually running an adventure in the Dungeon of the Ruins before Prison even came out. I'm always one month ahead of Dungeon and Dragon magazines when it comes to ideas!!! I actually had the Arcane Brotherhood ally with the Acolytes to free him and flood the marches with refugees. The idea is to empty their coffers trying to feed and shelter them. Pump more drugs into the camps and you've got some chaos waiting to break out.

I'm keeping Klauth out of this as he's way too powerful for my PC's. I'm using a very old red female from another Dungeon adventure (Beyond the Light of Reason Dungeon #96). "Kahila" proved to be more than a handful for them already. They'll be facing her again this week, if they bite on my hook.

I figure by 10th level the group should have enough goals and power to shape events in the campaign world rather than being shaped by them. I'm no killer DM either, so I'd like to see them end victorious over a powerful foe, most likely BG and the Acolytes. The Gith are just trying to provoke a response and won't hold the field more than a few months at best. I wrote it up in the Year of Rogue Dragons thread. We don't like Epic levels, so we're going to start anew when we hit 20th (see my signiture).

My PC's are part of a few organizations.

Phinneas is obviously a Harper and affiliated with the Lady's college and the Spellguard.

Lythis is one of the most powerful clerics in the Silverymoon church and high ranking member of the new order of the Knight's Hospitaler (and thus opposed to the competeing factions of the Order of the Astor).

The rest are pretty mercenary by nature, but good hearted nontheless. Milo and Jag, the scouts want to open a hunting lodge in the Silverwood. Tyre and few of the others are going to build a stronghold in the vicinity of Silverymoon.
