I think though that if you were looking for elemental good and evil, Shar might be considered the most ancient evil on Toril. |

There are gods who have those concepts as part of their portfolios, but those concepts exist independant of gods. Mystra controls the Weave for instance, but that only allows easy mortal use of magic on Toril, not the existance of magic itself. And magic exists without use of the Weave on the planes and other prime material worlds, and Mystra doesn't have any influence there. Water (and the other cardinal elements) has the closest thing to a "ruler" though, because the true neutral elemental gods Akadi, Grumbar, Istishia, and Kossuth are in effect the personifications of the actual elemental planes more so than what might be considered traditional gods. |
