Hartsvale is a small human kingdom lost in the northern lands between the Spine of the World, Great Glacier, Ice Spires, and the Anauroch, where humans live in peace (or at least not at war) with the various surrounding giant tribes. The human king can trace his lineage all the way to one of the sons of Annam, the god of giants, so that, even today, the royal familiy members all possess superhuman strength and endurance. Many nobles with blood ties to the royal family also possess tiny amounts of giant-blood in them. People from Hatsvale are especially likely to have the jotunbrud feat from Races of Faerūn. As far as lore tells us, everyone in Hartsvale worships the deities of the giant pantheon.

As for draconic pantheon, 3rd edition stats can be found in the Draconomicon and Races of the Dragon. And while Tamara wasn't listed in the Monster Deities list at the end of Faiths and Pantheons, it's been said many times that many deities are missing from the list. And Tamara was listed among the draconic deities of the 2nd edition Draconomicon, which was a Forgoteen Realms product. There may be something about the draconic pantheon in Dragons of Faerūn, but I don't own the book, so I couldn't say for sure.

In Eytan Berstein's Swashbucklers, Marshals, Dragonfire Adepts (http://www.wizards.com/default.asp?x=dnd/frcc/20070613) article, there is a list of commonly worshipped deities by dragonfire adept characters. The list includes the following line: "Tamara (dragon god of life)"

I don't know whether you'll consider that canon or not, but an official article written by one of the authors for Dragons of Faerūn is as close as I can get.
