When creating magic items, is there a feat that allows a wizard (or other spellcaster) to transfer magical energy from one magic item to power another? For example, can a wizard disenchant a pair of bracers of armor +3 to reduce the xp it costs to make a ring of protection +5? I would appreciate your thoughts.

The only thing that allows this is some class/PrC in the Eberron campaign setting.

It's an epic PrC tho'. One of it's abilities is Cannibalize Magic Items. Maybe your DM would agree to allow it be a feat instead.
