How many spells should a wizard have access to at various levels? I know they get two per level but what is a reasonable amount for a player starting at a higher level?

Probably at least twice the number of spells a sorc of the same level would get.

Here is a link to the old 3e Tome and Blood web enhancement. Its got a complete list of 'typical' numbers of spells available to NPC wizards from levels 1-20. It also goes to the trouble of statting out a sample spellbook for each level of wizard. You should be able to use this information for PC wizards with no conversion problems for 3.5.

No theorical limit, if you have time. It depends of the level progress gestion.

Research of spells takes time, but you can go faster in spells acquisition if you steal spellbooks or if you're in an organization. The DM decides.
My own wizard acquires about 4 or 5 spells by level.

But in one level, I didn't have time to acquire a single spell.
It's difficult to think in spell research, if you fight all day long.
