The Spellcasting Progidy feat has been reprinted in Player's Guide to Faerūn. Now it simply makes you consider your spellcasting stat as two points higher for the purpose of determining bonus spells.

IMO the feat should either have been revised to simply;

A) give you one bonus spell per day of the highest level spell you can cast in a given spellcasting class (i.e. the effective bonus spell slot shifts up in spell level as you level up)
or
B) give a +1 caster level bonus for that class and an extra 1st level spell per day.

I think a partially functional stat increase is too indirect, and can in some circumstances be more or less beneficial depending on what ability scores you begin with and how much you invest in them.
