-Never even heard of this deity, but he/she/it does not have any power within Realmspace, currently.

The LGG as mentioned, and he's mentioned in the 2e Guide to the Astral Plane, and he's got about a 1/3 of a page in 2e's "On Hallowed Ground". He hasn't ever had a divine presence on Toril however. He's pretty popular with planewalkers though.

Celestian receives a small entry in Complete Divine: "Intermediate God (Neutral) Fharlanghn’s brother, Celestian, is depicted as an ebonyskinned man who travels in the sky rather than the land. Most of his clerics are astronomers or sailors, and they’re adept at divinations.
Portfolio: Astronomy, wanderers.
Domains: Knowledge, Oracle*, Protection, Travel."

Celestian has no role in FR, but Waukeen did do a deal with him where he would help her get out of the setting before the Time of Troubles hit (though Grazzt intercepted her and she became his prisoner for a number of years).

AFAIK he was the one who helped Waukeen leave Toril once she sheed her divinity during the ToT. Something about repaying an old dept. However he would only bring her to the Abyss as he refused to take her all the way home because he didn't want to **** of an overpower any further, even if it wasn't directly his overpower

Celestian is also a very popular diety among spelljammers
