I just want to get this straight, how portfolios work...

My understanding is that a creature with divine rank 0 is basically being sponsored by some other power, and has no control over any portfolios and cannot grant spells.

A diety whom is a demigod has access to any portfolio he would have diminion over, and can grant spells.

However, after you gain enough power to get to the level of LESSER deity, it is my understanding that no 2 deities can have the same 2 portfolios....is this correct??

If not, could you please explain? Thank you...

Not exactly. A creature with DvR 0 is a quasi-deity, or hero-deity, so yes, they can be mortals sponsored by a greater power. However, it is also a level that mortal creatures can ascend to given time (Dragon Ascendants are an example of this), and a human with a mortal and a deity as a parent (or an elf in that situation, or any race, really) can also be a quasi-deity. Or they can be mortals who have in some fashion absorbed a divine spark. Or they might have used Epic spells to "ascend" to DvR 0. To get above DvR 0, however, you need Ao's approval.

Yes. They can in some ways be gods under the command of a Greater Power, such as Savras and Azuth are to Mystra, or Jergal and his role as Kelemvor's steward.

However, after you gain enough power to get to the level of LESSER deity, it is my understanding that no 2 deities can have the same 2 portfolios....is this correct??
Yes. It's one of Ao's rules.

Prime example of the sharing of portfolio is Tempus and Garagos. Both share War. Garagos used to be non-demi(can't remember if he was lesser or intermediate), but Tempus defeated him to become the main War god. However, Garagos does not owe Tempus fealty and activley works against him, although currently with little success.
