I have access to the Draconic Cohort feat.

I can have one of up to 14 Effective Character Level.

Can Dragon cohorts advance by class level, or just by HD? Say I take a Young Silver Dragon, that is 13 HD, can I add a level of Paladin or the like to get the full ECL 14?

You're misunderstanding ECL. A character's ECL is their Level Adjustment plus their Classes/Hit Dice. The ECL for a Young Silver Dragon is 18 as per the Monster Manual.

You're looking for a Very Young Silver Dragon (ECL 14 on the button).

For example, taking a Wyrmling dragon and filling up to ECL 14 with class levels.

I'd check with the Circle or the Triad that issued the AR to determine how to rule on that. As far as actual basic D&D rules go, nothing is stopping a dragon from taking class levels, however. They tend to do it as they get bigger.

Consider, however, that dragon typed HD are really good.

Hm. Maybe it's just me, but at ages younger than Juvenile, dragons really seem a lot weaker than an equivalent cohort.

I have Leadership already, and the 11th level cohort provided by that just runs rings in effectiveness around the ECL 14 dragon.

On further thought, though... there's nothing preventing me from having BOTH Leadership AND Draconic Cohort, is there? Two cohorts? Granted, I'd only be able to pull both out at a four-player table, but hey.
