A couple sessions ago, I took my human (he's Oeridian) level 2 Favored Soul to a game and was told that he couldn't have taken Improved Toughness at level 1. But it is listed as a Core Feat in the 596 rules....so I am confused. They made me change the feat to Toughness instead (which was actually better at that level than Improved Toughness) but I would like to set the record straight from you experts.
Is it true that you can't take Improved Toughness at level 1?

Well, it's a yes and no situation at least until the next edition of the LGCS comes out where it seems like they're removing what we call the Level 3 rule.

As a 1st level Favored Soul, you do totally qualify for the feat Improved Toughness. However, in Living Greyhawk we presently have a rule that stats except for a few exclusions, you can't take any feats/spells/abilities out of anything but the Player's Handbook.

So as it stands right this second, your character isn't level 3 yet so doens't qualify to take the feat at first level in Living Greyhawk because the feat is in the Complete Warrior.

Now this will be changing (hopefully) in about a week. Toughness is better for you up until 3rd level anyways. :)

In the CY596 LGCS, you can't take a Core rules item until 3rd level unless said rules item was from the PHB, MM, or DMG.

Improved Toughness is not from any of those books, therefore you couldn't have taken it until 3rd level.

The new CY597 LGCS does away with the 3rd level rule.

That is correct. You are not allowed any feats from outside the PHB until level three for year 596. However, assuming the draft LGCS survives mostly intact, you will be able to spend some TU and GP to retrain at 3rd level and replace toughness with improved toughness.

Thank you all. I am glad that they are doing away with this rule. It reminds me of the can't use Spell Compendium until you have 3 levels of a spell-casting class rule which also kind of confused me at first.
So, since I was created before the 597 rules, I will keep the Toughness but last night I just made level 3 (from "A Long Way For A Little Knowledge").
So tell me where to find the obscure rules for retraining feats? Probably would be better to retrain at level 6 or so anyway when I am not in such a rush to catch up (since I lost my level 3 Paladin and level 5 Rogue-Druid to perma-death). Trying to hit the cons. I didn't start playing Living Greyhawk until more than halfway through last year so I was (and sometimes still am) confused about all the rules there are.

Unfortunately the retraining option rules are in PHB2.

4 TU and 300 GP to retrain toughness to imp toughness at 3rd level. As long as you don't play another adventure until LGCS 597 comes out you'll be fine. If you do play one before it's legal though, You'll have to wait until level 4 in which case it will cost 4 TU and 400 gp

Apparently not. According to Britt in another thread (http://boards1.wizards.com/showpost.php?p=11422318&postcount=191) you level at the end of the adventure where you gain enough XP. Although you don't have to finalise your choices right then, you do have to use the rules in force at that time. Sorry to be the bearer of bad news!
