Does anyone know of a region that provides access to them?

I'm specifically interested in Dwarf Cleric from RS.

The Duchy of Urnst just did their mid-year update on Meta-Orgs, and as part of that several backgrounds had substitution levels added to them. However, you can only get backgrounds before level 2, so that may not be of any help. I don't recall any of the Meta-Orgs actually granting those, just the backgrounds.

Possibly other regions have added alternate class abilities and substitution levels, keep checking!

Backgrounds are limited Meta-Orgs in our region. They have minimal requirements, but can only be taken while you are level one.

Examples:

Racial:
Illegitimate Child of a Noble House
Legitimate Child of a Noble House
Abbor -Alz Hillfolk
Rhennee Barge folk - Boskvetvi Barge
The Dwarven Clans
Elven Clans of the Western Celadon
Halfling of the Vale

Training:
Page in the Ducal Diplomatic Corps
Raised by the Rogues
Trained at Chat’An Monastery
Cabin Boy in the Ducal Navy
Served in a Village Militia
Trained at a Private Shrine of the Nobility
Trained at an Isolated Shrine

Here are some of the benefits for Dwarves:
· Free standard upkeep on any adventure that starts or
ends in Dumadan.
· May take substitution levels as a dwarf cleric (RS), dwarf fighter, and/or dwarf sorcerer (RS) at a cost of 1 TU each time a level is substituted (spent traveling back to Dumadan for training).
· Paladins may begin play with the underdark knight (CC) alternative class feature. ("Begin play" means that this must be your first character level).

We have just a couple similar items in Veluna, not nearly as extensive, but the races are fairly well covered.

May take substitution levels as a dwarf cleric (RS), dwarf fighter, and/or dwarf sorcerer (RS) at a cost of 1 TU each time a level is substituted (spent traveling back to Dumadan for training).

Of course this makes your level 1 racial sub cost you a total of 5 TUs and 200gp as you have to start without it then retrain at 2nd.

Well, good thing character backgrounds aren't Metaorgs, eh?

I doubt backgrounds can either, though it is something that should have been added to the CS when they opened up Racial subs.

Racial backgrounds ARE metaorgs. They just have a different name and more rules attached by their Triad. There is no such thing, officially, as a "racial background". With the current rules, a metaorg cannot let you take something at first level.

If memory serves, those background metaorgs have to be signed on your first AR, but Britt may be right, they may only grant substitution stuff that can be done in later levels or of course, you could retrain it (can you retrain them? I know you can retrain alternate class features. Not sure about sub levels)

Well, I've seen backgrounds that say you can 'start play' with a given rules item (usually a racial substitution level or alternate class feature). Should this be changed?
