I was reading through my copy of Complete Scoundrel and thought, "Swift Hunter & Improved Skirmish seem kind of broken; I wonder if they are available in LG..."

Turns out they are
Wild Elf Scout 1/Ranger 2/Scount +
16,17,12,12,10,8 Point Blank 1st, Precise Shot 3rd,

Bonus at 5th (scout 4) Swift Hunter (stack your ranger and scout levels for favored enemies & skirmish & gain skirmish against favored enemies even if they are immune to critical hits)

6th Improved Skirmish when you move 20 ft from where you started your turn, add 2d6 damage and 2 ac to existing skirmish bonuses

so by 6th, 4d6 skirmish +3 ac and two favored enemies (undead and constructs were my first thoughts)

Am I missing something with this build? Have their been any rulings about the movement restriction for improved skirmish? Do you have to just move 20 fts, or do you have to wind up 20ft from where you started?

It's a perfectly legitamate build, assuming that by wild elf you mean wood elf. As far as movement, 20ft from where you started means that you have to move 20ft from where you started before you can apply skirmish benefits. Hopefully you have spring attack of very high tumble so you can move that far and then be able to move back into a position you can attack from...
