Wood Elves don't get a -2 Cha penalty.

Stee It's because a long time ago in an LG far far away, the LGCS imposed a -2 racial penalty to CHA for wood elves on top of their normal adjustments, to make them more "in balance"...

I thought it was because in 3.0 Wood Elves had a -2 to Cha as well as their other ability bumps.
