I've heard from several people that if you have 5 or more ranks in a skill you can aid another person with +3 rather than +2. But I've just now noticed it's not in the SRD.

Is this a valid rule in LG? If it is, where is it? If it's not, where are people getting this idea from?

I believe this is in Complete Adventurer. The rules are:

DC 10 = +2
DC 20 (with at least 5 ranks) = +3
DC 30 (wtih at least 5 ranks) = +4
etc...

Somewhere (LGCS?) players are allowed to use this.

I don't think it's specifically mentioned anywhere as being usable, but it's not like it's game breaking to allow it.

If you want to use it, just bring the book with you when you play and ask, "Can we use this?"

I allow it if it's asked for. In fact, if I think there's no chance of success otherwise, sometimes I'll suggest it or the variant that allows for characters that would get the synergy bonus to a skill to Aid that skill.

Q: Can I use the new skill rules for various skills (and also take ranks in the new subskills) as presented in the core supplements (the Complete and Races series of books)?
A: Yes, although you must provide the book to show the DM the rule, and the allowance of an alternate skill use is subject to DM approval.

Thanks for pointing this out. I had not been aware of it previously.
