Alright, two questions:
1) Where can I get more RPGA numbers? I remember vaguely seeing something to that effect earlier on how to get more numbers, but now cannot recall where to direct my query.

2) Regarding character death in an RPGA campaign. If one PC dies, is there an allowable way for that PC to generate a character of a level higher then first? If said PC's body is unrecoverable, say, is that PC doomed to either leave the campaign, or be the 1st level whipping boy in a 10th level party?

As this is my first post on these forums, I'd like to say a quick hello to all, and thank you in advance for your help... :)

You need to request additional RPGA membership application cards from rpgasanctioning@wizards.com. Sometimes, they will only send these to you if you have an actual RPGA event scheduled, in which case, they'll ask for your event code.

Each campaign has its own rules about starting character levels; there isn't one rule for the entire RPGA.

In most of the Living campaigns, all new characters must start at 1st level. (Two exceptions that I know of are Living Force and Living Death, which now start new PCs at 4th and 5th level, respectively, as those campaigns are nearing their conclusion, and no longer writing modules that support low-level PCs.) So, if you're playing Living Greyhawk, and your 10th level PC dies (and can't be brought back, for whatever reason), yes, you'd need to start a new PC at 1st level.

Note that it's perfectly legal for players to have multiple PCs in most (if not all) RPGA campaigns, although they can only play one at a time. In campaigns like Living Greyhawk, it's not uncommon for experienced players to have a variety of PCs, at different levels, so, no matter what the table make-up, they'll have a level-appropriate PC.

In the example you give, if you're playing LG with a bunch of friends, and you all have 10th level PCs, and you have to start a new 1st-level PC, it is legal for you to play that PC with the higher-levels. Of course, you may well not survive the higher-level threats in the modules, and (at least in LG) there may be XP and GP consequences for "playing up" like that.

In the "D&D Campaigns", such as Mark of Heroes, the campaign automatically "levels up" all PCs to a new minimum level, several times a year, via a process called the "level kick." So, if your Mark of Heroes PC dies, you'd create a new one at whatever the campaign's current minimum level is.

Hope this helps.
