I read the rules of LG my dm sent me, but it doesn't seem to be updated as there is not even any mentioning of phbII,eventhough it's thoroughly discussing what books are restricted.
So I was to believe that if LG allows the core books and complete series+race series, the complete mage/scoundrel and phb II are LG material too. Any idea on if this is true or not, and where are the updated rules? Thank you so much for helping, sorry for bothering with newbish questions.

Short answer: not yet.

If the front page of the document you're looking at says "CY 596", you're looking at the most current Living Greyhawk Campaign Standards document (LGCS). The issue is that it was last updated last spring (they update the document annually). Both PHB II and Complete Mage were published after the LGCS was last updated, which is why they're not mentioned.

The Circle is currently working on the 2007 update of the LGCS, which will likely become effective sometime this spring. Both of the books you mention are being included in that review, though there is never any guarantee that any particular rules items from non-core books like those two will be included in the campaign.

The LGCS can't be updated every time a new book comes out, therefore what is in there is what is currently allowed. Access to items in books that are published between the time the LGCS is released and the next time it is updated are handled in the form of providing access to via ARs, meta-orgs, etc., or via the Dispel Confusion feature on the RPGA website: http://www.wizards.com/default.asp?x=lg/arch/lgif

FWIW, there is talk of including material from the PHB2, Complete Mage and Complete Scoundrel in the next edition of the LGCS, if the Circle has sufficient time to review everything.

There is a bit of PHBII and DMGII stuff popping up in newer mods. I gained access to riding boots in a recent game for example.

Of course the LGCS will never give you access to items from a book like PHBII (you need AR's for items) just feats and PrC's. You will need to wait till the next one comes out in a month or two to see what happens there.

The LGCS will be out before DDXP, which is in mid-February. That means you'll be seeing a draft in less than a month and it will be legal within about a month. It will definitely include some stuff from P2, CM, and CS. It won't likely contain any or much new stuff from other books.
