Scenario: You character levels in a mod that also uses up his remaining TU's for the year. Retraining can only occur at levelup, but requires 4 TU's. Should a player be unable to retrain at a given level just because he's out of TU's, or should you be able to spend TU's from next year to do so in this case?

I believe this was addressed, and the answer was 'yes'. I seem to recall it being in a DC recently.

Yes, you can use next year's TUs. Says so right in the LGCS (p. 7). RTM, Jay. :D
