I thought I read about either a feat, spell or ability that enabled a caster to have a spell that has a duration of concentration to not require concentration.

Or perhaps it was a way to make it a move action that allowed spell casting without loss of the other spell. I think there's a spell for bards as well to maintain their bard song and cast?

I'm drawing a blank now.

Anyone?

There's also a spell called Aiming for the Target from the SpC that does something similar.

The spell you're looking for is Sonorous Hum, page 196 of the spell compendium. It's NONC.
