I don't think you can re-dehydrate an already dehydrated character. You are either dehydrated or you aren't. So in that case it wouldn't work. If the fatigue from being dehydrated persisted after the dehydrated condition was removed, and then the character got dehydrated again while still fatigued, then they would become exhausted. The same would be true if they were already fatigued for any reason and then became dehydrated, or if something else would make you fatigued while you were dehydrated.
