I would like to get peoples opinions on how they would handle this situation:

Mounted Character with harpoon (exotic weapon from Frostburn).

rules:
-Mounted characters can Full attack with ranged weapons while the mount does a double move. Attacks are half way through the movement, with -4 to hit)
-harpoon is DC 10+damage dealt Reflex save or the harpoon is stuck in you. 30' trailing rope (1 range increment).
-opposed STR check to restrict the harpooned target from moving outside of the 30' span of rope.
-DC 15 heal check, full round action to remove the harpoon (failure = take initial damage again).

Situation:
-30' harpoon line is tied off on the mounts saddle.
-Target is struck with harpoon half way through the mounts double move)

Question #1 part #1:
-what happens when the mount makes a 360 turn comes back to its original location?

Option:
-Bull Rush (but at 30' range) between mount & target.

Question #1 part #2:
-what happens when multiple targets are in tow...

Option:
-Allow them to assist each other in the opposed Str check.

Question #2:
-If the mount charges, can the rider use ranged attacks half way through the charge (like a double move)?
