When HD are added to adventuring creatures, the LGCS says (p 40) that 1 skill point is gained per HD of advancement. It goes on to say that this is due to low int. However, for some cases this seriously shortchanges the creature in Skill Points. A relatively common example would be with the use of the feat Improved Familier for a Psuedo Dragon--this should result in 6 skill points per HD:

Int 10 (the base Int for a Psuedo Dragon)
Type Dragon (Imp Familiar doesn't change the creature type if not an animal)
and
Dragons get 6 skill points per HD.

So the section should be expanded to say something like: "the normal rules for getting skill points is used. For most adventuring creatures this is 1 skill point per HD"

Familiars don't have discrete hit dice or skill points.

They don't advance in any way, aside from that which is reflected on the familiar chart, and what abilities they glom off of you.

So, they get more than one skill point per level, but only if -you- get more than one skill point per level. The only skills they have other than the ones from the base animal are the ones you have.

Sucks, but that's how it is.

From the SRD:
Familiar Basics: Use the basic statistics for a creature of the familiar’s kind, but make the following changes:
Hit Dice: For the purpose of effects related to number of Hit Dice, use the master’s character level or the familiar’s normal HD total, whichever is higher.

The number of skill points is related to the number of HD, so by this language from the SRD, it seems to me that Familiers would gain Skill points and Feats like every other creature that goes adventuring.

gninja is exactly correct.
If you look at the sample pseudragon presented in the DMG you can see this is correct.

"For the purposes of effects" this phrase refers to spell like sleep. You use the base creature's skill ranks or the master's skill ranks- whichever is better. Familiars don't gain any actual hit dice.
