I did not see it on the list of core or restricted spells?

That makes it limited - if you get it listed on an AR, you can get it.

It would make a great potion. Since the creature who drinks the potion is considered to be both the caster and the subject, the subject's patron deity is always the same as the caster's, so it's like a maximized potion of Cure Light Wounds for 50 gp.

Potions are like spells cast upon the imbiber. The character taking the potion doesn't get to make any decisions about the effect —the caster who brewed the potion has already done so. The drinker of a potion is both the effective target and the caster of the effect (though the potion indicates the caster level, the drinker still controls the effect).

The person applying an oil is the effective caster, but the object is the target.

Unless you think that changing deities is something you do as a snap decision, as part of a standard action, I can't see how choice of deity would be a choice that the potion brewer gets to make.

If the potion brewer doesn't get to make that choice, the choice must be determined by the drinker, who "is both the effective target and the caster of the effect."

I would say that this indicates the deity is set when the potion is brewed.

If it is set by the brewer that'd be a great way to attract converts from say... refugee populations.

In any case I think it's a very flavorful spell or potion to see used by some faiths(Pholtus, Wee Jas, ect)

I disagree. I don't think it is a decision that you make, rather it is a function of a bit of information about the caster.

Unlike say Resist Energy (fire), you cannot decide to cast faith healing (moradin) but rather you cast faith healing and if you worship Moradin it behaives well for targets with that faith.
