From the SRD:

"The fog covers a 10-foot square next to the horn blower each round that the user continues to blow the horn; fog clouds travel 10 feet each round in a straight line from the emanation point..."

There seem to be two equally valid interpretations.

Interpretation one: The second fragment of the sentance is dependent on the first fragment of the sentance. Therefore, the fog only moves if the user continues to blow round after round.

Interpretation two: The second fragment, seperated as it is by a semicolon, is essentially independent from the first fragment. The fog moves regardless of whether the user blows on it round after round.

Has this ever been clarified? Is there a generally accepted interpretation of this item? Or should one expect table variance?

That's how I've always seen it. Similar to Cloudkill.

The semi-colon clearly seperates the clauses. You may get table variation due to bad reading but you shouldn't.
