go to RPGA Member Sign On on this site, look for judge exams, take the herald level test, pass, and boom! You can now run mods.

Although it is beneficial, a GM does not have to be an RPGA-certified GM to run a session. However, only RPGA-certified GMs can sanction events with the RPGA, so at least the Senior GM must be RPGA-certified.
That said I would highly recommend you take the test. As there is little reason not to take the test.

What passing the test actually grants you is the ability to set up and order your own events.

As Tim notes, you don't need to pass the Herald-level test to *run* RPGA modules (assuming someone else ordered them), though it's not a bad idea.

Though as we're in the Living Greyhawk part of the board, the LGCS determines this. All LG GMs must pass the Herald-Level GM test on the RPGA website.

It is, however, a reasonably easy test, that largely concerns your ability to look up rules in the appropriate book.

You don't need to know all the rules off by heart. You do need to be familiar enough with them to know where to find the references you need.
