For Greyhawk Ruins I was thinking about starting a Vigilante that lives in Greyhawk. For his Smite the Guilty ability though, I would need a complete list of the laws of Greyhawk. What are the chances of these getting published as official laws, and if they are punished where can I find them?

Officially?
I'm not sure. It is mostly the same laws you'd expect to find these days.
Unofficially, the list is in the City of Greyhawk Boxed set and The Adventure Begins. Without the penalties, they are:
Serious Crimes
Arson
Assault (grievous)
Blackmail
Bribery of city official
Burglary
Damage to property
Embezzling
Fraud
Genocide
Impersonation of city official
Importation of controlled items (like monsters, evil relics, spheres of annihilation and the like)
Incitement to riot
Magical interference with the integrity of the person (charm person, hold person, polymorph, and such)
Manslaughter (includes any justified killing)
Mass Murder
Murder
Perjury
Possessing unlicensed monster
Rioting and affray (affray is using or threatening violence that causes a person to fear for his personal safety)
Robbery
Sedition
Tax evasion (over 50 gp)
Tomb Robbing
Treason
Vandalism

Minor Crimes
Assault, minor
Blasphemy against a priest
Blasphemy against a temple
Dangerous conveyance of a vehicle in a public place
Dangerous navigation within the harbor (include non-authorized landing and such)
Disturbance of the peace
Drunkeness and disorderly conduct
Offenses against public propriety
Producing, brandishing, or holding with intent an unlicensed weapon
Receiving, possessing, or fencing stolen property
Slander or libel
Slavery and procuration of slaves
Tax evasion (50 gp or less)
Trespass and violation of privacy
Unlawful hindrance of business
Use of magic in a public place without due cause

Given the number of people who have expressed a desire to evade the weapon laws, and the requirement for a Vigilante to witness the crime, I suspect you'll be able to smite more PCs than bad guys. :D
And in general, this covers pretty much every basic act an adventuring party engages in during the normal course of an adventure. Which is why they probably won't be detailed. If you played the adventure, you are generally guilty.
Also note that a sizable portion of those standard adventure activities are Serious Crimes, not mere Minor Crimes. The lightest penalty for a Serious Crime is 25% of your wealth (including the value of all of your equipment), and/or 52-208 TUs (1-4 years). Anything less than that represents being let off very lightly.

what is the punishment in Greyhawk for assault minor and assault grievous? I had some pcs recently start a barfight. They were wearing armor and one of them got grappled by a commoner who then got pierced by armor spikes into -'s. luckily, a guard stopping the fight managed to stabalize the guy at -6. There needs to be a place where the punishments are listed for these simple crimes.

Unless a punishment is listed in an adventure, a PC generally gets away with it. If you feel the offense is deliberate, note it as an evil act and contact the Triad. If there is something in the adventure that provides for punishment for a crime, apply the noted penalty.

Is it worth considering a wider statement of laws and punishments, though? Various regions have such things and given the number of modules set in the City of Greyhawk it would be quite useful and add to the sense of realism.

The punishment for any crime is getting smote by a Vigilante, who is then a criminal to be smote himself. It's Vigilantes all the way down.

Why would the extra paperwork be needed?

LGMoses and his group seem to feel that they would enjoy the LG experience more if their acts had consequences - say a fine equal to 1.5x the value of the property they damaged, and/or a loss of 16TUs for the four-months' jail time they served.

I'm not sure whether I agree, and it could possibly get messy, but I know that there are regions which use this kind of system.

Which isn't a full blown description of every law, and every punishment, and an AR to deal with it.
Minor crimes can be handled that way.
The canon described penalties for Serious Crimes start at 52 TU and 25% of total wealth, and go up from there. If someone commits a Serious Crime in the City of Greyhawk they are effectively retired from the campaign. Isn't that enough?
