Do these level bumps stack for the purposes of caster level checks to cast from a scroll? Supposed the above cleric is 3rd level and has a Magic Circle against Evil.

Yes to the first (too tired to find the citation right now, can find it later if need be), and a probable yes to the second with possible table variation.
