I need the DM and 50%of the table in region and other can be from out of region.

Does one location refer to region or room?

Does that mean I can play as a DM, with three people online from and physically in my region, and add three from anywhere?

The other way to read that is DM and three people in a physical room, and up to three in another place on teleconference.

Please read the LGCS.
"Your registered RPGA address must be within the region or metaregion, respectively, to play a Regional or Metaregional online."
This means that you can only play regionals from other regions if you're physically in those other regions, and in fact at the location where the DM and more than 50% of the players are - you CANNOT teleconference in. You can only teleconference in to play regionals or metaregionals for the region you live in, but you can do so from any location.

You have to have the GM and 51% ("more than half") of the players in one actual, real, physical place playing the game. Then you can have one or two others connecting using some technological system.

You can only play regional/metaregional games which correspond to where you are physically (if you're playing face-to-face) or which correspond to where you are registered as living (if you're playing via teleconference/online). You can't play a regional adventure which isn't for the region you're registered as living in if you're playing online (even if you're temporarily inside the relevant region).

It means we can teleconference in other Ulek players who are on travel anywhere. This would include people on Military assignment I assume, even though they can play Goeff as well.

This would include people on military assignment, if their registered RPGA address is in Ulek, and you're otherwise complying with the rules (you have more than half the players physically present with the GM, who is running the game in Ulek).

Thats important since we have members of the club deployed. We also have command HQs in Tampa Bay, which would allow them to play.

Heh, this might cause some odd mustering events, assuming more than one table forms. "Nope, John can't play at that table because Joe, Bob and Frank all are, and they are all over in Iraq" or some such. I mean, not being allowed to play with the guy sitting right next to you because he is right next to you rather than many miles away just seems oddly funny to me.

I don't see a circumstance arising where you couldn't play at the table unless it were full, which is always the case. What am I missing?

You actually need more than 50% of the participants to physically be in the region, thus a table with 2 people overseas, and a DM and 2 players local would not be able to add a 3rd overseas player. Similarly, you won't be able to move players between tables (should there ever be a combined local/overseas gameday) in some cases due to similar oddities. I just find it amusing. "Sorry Mark; John can't switch tables with you, he's sitting next to Joe, Frank, and Bob over there."

I think I was misunderstanding the direction of play (who was where).

You need DM and 51% of the players, so DM and three players (all four in same location) is the minimum. Remote players can be one or two. A sixth player must always be physically present w/DM.

You need more than 50% of the players, plus the DM to be be 'present'.

So if you have two players, you can't form a hybrid face-to-face/remote table because if you have two 'local' and two 'remote' players you don't have more than 50% of the players in the same physical location.

What you can do is have a group of three local players and one or two (but not three) remote players which allows you to run a table which wouldn't be viable otherwise. A four-person local group can have one or two remote players and a five-person local group can have one remote player.

Yeah, it's more than 50% of the players.
The above post is correct - you need at least three of the players forming the table to be physically at the same location as the GM, in the region of the module you're playing - though none of those players need to be from that region - and you can then add one or two players from that region remotely, wherever they are.

Ugh, good point. This is silly - it should be greater than or equal to 50%, not greater than 50%... just my opinion.
