Looks good so far with a couple of notes:
Appendix 4: Access - Open Items seems to imply that any stat boosting items are open access? Is that correct?

Beguiler: Cool. One of my favorite classes. Well balanced, serves a good Rogue/Skill Face roll/okay caster without being too powerful or weak. Know what I'm playing in an intro a couple of weeks from now.

Melee Weapon Mastery/Ranged Weapon Master: I would highly suggest that they get put in the restricted category - that's a huge boost to builds that have WS in them - why take Improved Rapid Shot if you can take Ranged Weapon Mastery and get the exact same effect and+2 damage.

Do the Skill Tricks from Complete Scoundrel exist? This isn't clear.

Apparent incomplete sentence on p.14: "New spells must either be Open access for your PC." (This would make sense if "either" was removed, but was it intended to say more?)

Yay! Rebuild options! I do have a minor question and suggestion regarding implementation of these, but will leave it until I finish reading.

My suggestion on Planar Ally didn't get taken up. Ah well.

Ooh. Unseen Seer and Spellwarp Sniper are open. I think some of my PC builds just changed kinda dramatically (although one of them is probably a high-level campaign rebuild, at this stage).

And the Luck feats are open! (at least some of them) Oh, my Wild Mage wants Magical Fortune...

And... whoa.

I see Polymorph and Alter Self on the Restricted list.

I also see no mention that the campaign does not use the wildshape errata.

EDIT: Divine Metamagic and Divine Spellpower are restricted, but I think that was somewhat expected.

We get healers, knights, and beguilers! This is very exciting.

I'm also glad Lyric Thaumaturge is in, though Ultimage Magus being Closed is sad. Very understandable, but sad.

Great job on opening up access to upgrading armor and weapons, stuff like Blessed Books and all the stat items up to +6, and Vests of Resistance. Overall, it's a good draft.

LUCK FEATS ZOMG! My Fatespinner is literally spinning right now . . .

Might want to go back and finish the section on Spellbooks, there's a highlighted word but no section about them right now. Also, if Divine Metamagic and Divine Spellpower were banned, I would suggest taking Shock Trooper and banning it also. It is more powerful than both, and as such is exceedingly broken.

EDIT: Oh and thanks for the rebuilding options from PH2, those are awesome. I keep finding stuff that I should mention, I expect edits will get longer than the original post eventually.

Yes, all powers of those items are Open.

Skill Tricks are not being addressed. We didn't have time to discuss it in depth. It might be addressed at some point in the future or be given as a Triad/Author option.

MWAO, you youself have said that currently, casters (specifically crafters) are more powerful than noncrafters now that the 3rd level rule is removed. Why do you want to further weaken builds of this sort, who need a boost at the level that these feats become available? +2 hit +2 damage isn't a huge amount, but it's just right to keep warriors viable at a level where the crafting casters are beginning to dominate.

The problem with it is that it is only available to those with Weapon Specialization aka Fighter 4 or Pious Templar 3 builds. It might balance out some of those guys, but it makes builds without them into second-class citizens.

+2 to hit/damage usually represents a boost of about 30% per round. It isn't insignificant at all. Especially for archers - I don't mind - my archer will pick up this feat instead of Woodland Archer or Improved Rapid Shot at 9th(when I get Weapon Spec from Pious Templar) - but I dislike how obvious a choice it ends up being.

I know you're not supposed to discuss restricted things - but why not just make the skill trick class features closed with the PrCs open? i.e. if you take a PrC that gives you a skill trick as a class feature, you don't get specifically that class feature.

I liked a lot of the PrCs in Complete Scoundrel from a balance/flavor standpoint, and it seems a shame to close them out simply because they have something you're not implementing.

They aren't closed, they are NONC. We might open them up later or put them on ARs, but not right now. And I'm pretty sure all the PrCs that grant skill tricks have skill tricks as Prereqs.

Last comment on that - it seems fair that a PrC that loses the ability to grant skill tricks wouldn't need them as prereqs.

My glance at Complete Scoundrel was cursory - I'm not 100% sure of things in it - I just know I liked it a lot better than Complete Mage.

Speaking of which - what was the rationale behind putting Unseen Seer in - that's a superpowerful PrC - a Rogue 3/Wizard 2/Unseen Seer 10 basically blows any arcane trickster build out of the water and I'm not even trying to tweak it.

I am rather unclear what is happening to wild shape .. do druids now get both LG restrictions and polymorph errata restrictions on wildshape ?

I think a lot of people will be happy to see open access to vest of resistance.

Quick question: now that we have open access to +5 armor/weapons/etc, can we upgrade a +2 weapon to a +3 weapon and just pay the 10000gp difference or do we have to sell the +2 weapon and buy a +3 one outright?

Question #2, if these new rules destroy someone's feat tree (eg. quicken spell + extra turning + DMM) are they allowed to choose 3 new feats or just 1 feat for DMM?

As a followup...even though it's being removed, does the BoBS Sourcebook still count as campaign documentation (for those of us still playing our Bright Sands characters...and having no desire to change regions)?

The BoBS sourcebook is still legal. I just removed the BoBS character creation text from the LGCS, since you can't do it anymore.

Only some of them are available for author use, the ones specially marked. And that just means an author can use them. If it's closed, you can't take it, ever.

Some of the closed feats are "available for author use." This is in effect 'NPC only'.

Has anyone made a list of the spells, feats and PrCs that were 'core' and now are not 'open' or other changes? That way we can understand which changes are by design and which by omission.

For example: I fail to see shadowdancer on the open list. Is that a mistake, or are they now 'limited'? If that's so what happens to current shadowdancers?

In this particular case, it's not a problem: at the start of Chapter 4 it says,
"All base classes, prestige classes, feats, spells, and domains
from the core rulebooks (PH, DMG, MM) are considered
Open unless specifically noted otherwise in Appendix 4."

That's interesting, actually: I don't see Improved Natural Attack (or any other MM feats) on the Closed list. So now PCs can take those, I guess. Is that intentional?

More notes:
MM feats are now open. Improved Natural Attack anyone.

Tattoo'd Monk - some of them can have Alter Self as a PrC ability.

Polymorph - it should mention 'or any other spells that are based on Alter Self '- such as Draconic Polymorph, which could end up on an AR, but isn't technically closed.

I've removed Loremaster from the Open list. If you can qualify for Assassin and still be an LG PC, go for it....

Hint: you can't.

I've also fixed Critical Strike.

Okay, to continue on with that...why is Ability Focus, Awesome Blow, Snatch, and Wingover still on the Open Feat list (being that they're MM feats, and all MM feats that aren't specifically closed are open)?

And it would probably be good to add Assassin and Blackguard to the Closed list anyway (with an Author note)...I mean, if the requisite is we can't qualify for it anyway, then why is Red Wizard on there (Thay isn't a region in Greyhawk)?

Overall, looks great! (Though I shall miss my troglodyte form.)

On living off the wild option, the survival rank prereq was increased to 5, intentionally? And was the taking ten option taken out?

I like the new charity of friends. 'Spellbooks' was highlighted but not explained. Are spellbooks included in the calculation of character wealth? And do wizards still have the option of a spellbook replacement should that be lost?

From my understanding there is no more debt for the raise at half price, just the TU cost?

Under cohorts, change the wording to 'base ability scores', unless it was your intention to have cohorts of all races to have the same ability scores. Also, not strictly needed, clarify under cohort section if they may participate in an adventure that is APL 4 or more above their level. Clarify if cohorts must bring their total wealth level to the NPC level or if they just lose any extra gold. Do spellbooks count in wealth level?

Under animal tricks, attack is no longer free for a purchased animal. If this is the intent, please consider an option for paying a trainer to train your animal extra tricks. Also, unless you clarify what being 'wartrained' mean (unlikely given prior stances) riding dogs either have trip for free or at no option, depending on table variation.

Under mastering spellbooks, clarify that it costs 2 TUs regardless of whether the attempt succeeded or failed.

For non-adventuring activity benefits, clarify whether you can take ten.

More of a suggestion for consideration: pearls of power and the sorcerer equivalent for open access. I see pearls often enough that I usually don't have to wait too long for them, at least the low levels. Pearls seem like standard equipment that most casters want, which seems to follow the idea of open access list.

Again, looks great overall!

Wands of Cure Light Wounds are open access already. Right up where it says "ANything on table 7-26 in the DMG up to 750 gp." (paraphrased).

Table 7-26 is wands. Wand of CLW is 750 gp. 2+2=4.

I am curious in this regard why we don't simply make open access any potion, wand or scroll of an open spell that's 750gp or under?

The random item table lists are lacking in many respects. Is there something to their favor?

While there aren't any spells which can't be put into wands, there are a lot of spells which can't be made into potions but which could easily slip through the net if people were allowed to buy any potion. Admittedly, crafters can make that mistake, but there's more scrutiny of MILs than there is of which potions someone is buying.

That's a core rule issue and one that should be learned by one and all. I've encountered such 'illegal' potions as access on ARs before mainly because of this lack of confrontation. Lower the bar and people will lower themselves to it.

And as you say crafters can make the same mistake and crafting seems to get the same level of scrutiny as purchases. (N.B. both appear on MILs, think you meant MICs?). Lack of knowledge of normal core rules shouldn't be problems and if they are then Dispel Confusions could live up to their name (rather than being rules changes).

Oh, while we're talking about what people can buy... am I reading things correctly to understand that my small sized characters can no longer purchase medium sized gear? Does this apply to found items as well, or do they still default to both small and medium sized access if they do not specify? (For example, if I would get a rare access to something with my small sized caster I would purchase medium sized versions to hand to other players).

I think you missed it...or are being sarcastic...I can't tell. My sarcasm detector is busted.

ALL DMG PrC's are open, except for the ones that are specifically not (Red Wizard, Thaumaturgist).

I love this revision of the LGCS. It's definitely my favorite yet.

However, one tiny gripe: pg 7, Home Region, Real World Location table; the state "Capital Territory" should be "Australian Capital Territory".

Why not make it available to people to Rebuild a character one time. Assign it a cost of say at least 26 TU's (maybe even 52) and say 500 gp/level. And have a special cert that the character has to have in his stack stating he already did his 1 Rebuild. Have the Triad track this in a database or something in case someone gets audited.

I only ask because I have a 6th level character that is a MUTT. He was my first LG character and I was new to the 3.5 rules and I was just testing the waters. I would pay the 3000 gps and 52 TU's to rebuild him in a heartbeat

As long as people are posting requests, how about Dragonheart Mage? Any class which is intended for casters, but doesn't have full spell advancement seems balanced to me.

I notice that the spells from PHB II are not listed. Is this an oversight or are they all campaign documentation required? If so, is this like last year where Beguilers are considered to have campaign documentation for spells in their spell list?

Here's an odd situation. I have a couple of characters that I have not played since the last conversion. When I play them say after this LGCS goes active, can they gain levels in the new classes made available? It may not be a common occurance but there are people out there either coming back to LG or pulling characters off the back burner that would be in this similiar situation. I would suggest some address of conversion.

Equipment does not resize. If you change size, only items in
the following slots continue to function normally: cloak,
amulet/brooch, and weapons. All other items either fall off
or are absorbed into your new form and cease to function.

And I thought they didn't like messing with core rules. Is this supposed to override the rules of the enlarge person spell? Or is this only for effects that change your size without specifying what happens to your equipment?

There's a note somewhere else that suggests that Britt has noticed this (well, had it pointed out to him) and is tweaking the wording. Whether he'll change it or not he didn't say, but he's aware that it's been queried!

Actually doable, as long as you do the evil act to qualify during the mod that levels you up and take Assassin at level 16. I considered that once as a build for a fighter/rogue. At the end of a mod where I level to 16th, I'd turn kill some poor s.o.b. and hand my pre-completed level 16 character over to the Triad as an NPC. It's skirting the edge of evil for 15 levels that seemed too much of a pain to pull off. I wanted a character where when people heard about his "retirement," would say "well duh, I figured he'd do that back when he was 5th." I particularly liked the Artemis Entreri build in the FR Campaign Sourcebook. He's mostly fighter/rogue (some ranger for favored enemy Human) with very little assasin.

Then the real fun would kick in, building the 1st level Paladin who is the kid of the poor schlep killed. His sole focus is bringing the now NPC assassin to justice. Talk about built in backstory! You'ld automatically start with on hella beef against a high level NPC in your region and focus on what it would take to bring down the sneak SOB who is currently waaaaaay outta your league.

You are not the only one in this situation. My first (and still my main) is a cleric carry his second character level as rogue (we ran into traps on those early mods and I never saw another rog PC, so I naively took a level of rog to deal with traps). It was not so bad before we lost Divine Insight, now all I have is a cleric who is short a caster level and who will now take an XP and gold hit on every mod:weep: Not everyone in LG has been playing D&D since the beginning.

I particularly liked the Artemis Entreri build in the FR Campaign Sourcebook. He's mostly fighter/rogue (some ranger for favored enemy Human) with very little assasin.

Then the real fun would kick in, building the 1st level Paladin who is the kid of the poor schlep killed. His sole focus is bringing the now NPC assassin to justice. Talk about built in backstory! You'ld automatically start with on hella beef against a high level NPC in your region and focus on what it would take to bring down the sneak SOB who is currently waaaaaay outta your league.

This sounds soooo sketchy. And soooo cool! I'd be impressed anyway.
