In the justicar class abilities (CW p.48)"Exotic weapon proficiency : Manacle" it says that he is able to use masterwork manacles as a masterwork Light Flail. I can't find the stats for said Light flail. should i be looking after normal flails ?

Yeah, it's generally accepted to mean standard flail, which is light in comparison to the heavy flail.

Rules for the lightflail are in the Star Wars book. Many Jedi padawans have suffered auto-decapitation while trying to master this challenging weapon. ;)

It's probably something they missed in the 3.0-3.5 changeover - the one-handed flail was called a light flail in 3.0.

I guess they changed it to avoid confusion when they introduced the 'light, one-handed, two-handed' terminology rather than using weapon sizes directly and the 'light flail' was not in the category of light weapons (as opposed to light maces and hammers, which ARE light weapons).
