I have some questions about Clerics and the Magic Domain

Here is the stated Power of the Magic Domain:

"Use scrolls, wands, and other devices with spell completion or spell trigger activation as a wizard of one-half your cleric level (at least 1st level). For the purpose of using a scroll or other magic device, if you are also a wizard, actual wizard levels and these effective wizard levels stack."

Now here is the text from the SRD on casting spells from scrolls:

" Using a scroll is like casting a spell for purposes of arcane spell failure chance.

To have any chance of activating a scroll spell, the scroll user must meet the following requirements.

* The spell must be of the correct type (arcane or divine). Arcane spellcasters (wizards, sorcerers, and bards) can only use scrolls containing arcane spells, and divine spellcasters (clerics, druids, paladins, and rangers) can only use scrolls containing divine spells. (The type of scroll a character creates is also determined by his or her class.)
* The user must have the spell on his or her class list.
* The user must have the requisite ability score.
"

Now here are my questions about a 10th level Full Plate wearing Cleric casting Haste from a arcane scroll (for example):

1) "Using a scroll is like casting a spell for purposes of arcane spell failure chance" Does the Cleric have to worry about the arcane spell failure chance from his Full Plate?
2) "Spell must by of the correct type." It seems the Domain Power covers this.
3) "The user must have the spell on his or her class list." It seems the Domain Power covers this as well.
4)"The user must have the requisite ability score". Because its a 3rd level Arcane spell I would guess you need a 13INT to cast it. But maybe the Magic domain uses the Clerics Wisdom instead?

What are your thoughts?

1. I would imagine so.
2. Correct
3. Correct
4. Now thats a very good question. I would say that yes, the cleric would require it, but I would expect table variation and could be wrong. IT looks like a grey area. That is unless you were using UMD to emulate a high score, in which case no you would not. (As the cleric is not suing UMD...)

(looks around inquisitively hoping someone who knows the answer comes along - as is interested now)

"Use scrolls, wands, and other devices with spell completion or spell trigger activation as a wizard..."

I quoted the magic phrase. Whenever you use this ability, it is "as a wizard" so you use all the wizard rules.

1) Yes - ASF limits the usefulness of this ability for scrolls. Scrolls lacking Somatic components (i.e. True Strike) and wands work well.
2) Correct
3) Correct
4) Wizards use Int so you'll need it to be high enough. Of course, temporary stat bonuses (Fox's Cunning or the Headband) are enough to enable this.

If you'd like independant confirmation, try the PC build locations (here or Yahoo!). I've seen several Magic Domain builds over the years and they all acknowledged the ASF and Int requirements.

Don't forget needing a high enough CL (or else rolling the CL check) for scrolls. The good news is with your Wis, you shouldn't have as much risk of a mishap.

18 Wis = Zero Risk of mishap. (in this case you have the CL anyway if it's the basic DMG scroll)

1) Asf applies
4) You do need the Int.
