They clarified on page 55, right column, bullet 6 that all creation is done before the start of the adventure. This is great.

I am confused about one item though under upgrading magic items. Both cloaks and vests of resistance may now be upgraded. Does this mean

1. If you encounter a cloak or vest of resistance +2 bonus, you may upgrade a vest from +1 to +2.

or

2. You must encounter a vest +2 before you can upgrade a vest +1 to +2.

or

3. If you have a caster level of 6 or higher, you may upgrade a vest +1 to +2.

Hi, Wagnert. It means that you can upgrade a vest of resistance if you

(a) have access to the relevant vest and the appropriate caster level [for example, access to a +2 vest and caster level 6]

or

(b) do not have access to the relevant vest but have the appropriate caster level +2 [for example, no access to a +2 vest but caster level 8].

It doesn't mean that access to a cloak gives you access to a vest and vice versa.

I'm pretty sure that the Caster Level +2 rule only applies to DMG items. So it can be used to upgrade a cloak, but not a vest.
