i.e. instead of 1d4 rounds between breaths, maximized becomes every 4 rounds?

Well the damage from the breath is of course maximized.

I guess Empower Spell has the same result.

Hmmm...I guess thats why the metabreath feats explicity state the effect on the recovery time and the damage enhancement.
