Handle animal is one exception. You can only use the tricks from the PHB unless you have campaign documentation. But, it's still convenient to have the book with the tricks on hand to push a companion and show a judge just what you're doing.

A: Yes, although you must provide the book to show the DM the rule, and the allowance of an alternate skill use is subject to DM approval.
