I believe the order in the PHB2 is "Choose a class to level in, THEN retrain, then continue leveling."

You CAN'T use retraining to qualify for a class that you are trying to take a first level in. You must choose a class before retraining, so you cannot use retraining to meet prerequisites before leveling.

For Example: Let's say I make a rogue/wizard and go for Unseen Seer and forgot allocate a couple skill points to hide at level 5. I can't use retraining to reallocate those skill points to hide before I choose my next class level, so I MUST take something other than Unseen Seer at level 6, because I don't qualify for Unseen Seer without the retraining and skill points from level 6.
