While raging, a barbarian cannot use any Charisma-, Dexterity-, or Intelligence-based skills (except for Balance, Escape Artist, Intimidate, and Ride), the Concentration skill, or any abilities that require patience or concentration, nor can he cast spells or activate magic items that require a command word, a spell trigger (such as a wand), or spell completion (such as a scroll) to function. He can use any feat he has except Combat Expertise, item creation feats, and metamagic feats.

As written there is nothing preventing a barbarian from using them while raging, unless they specifically involve a skill the barbarian can't use. Maneuvers don't require concentration, so there's no reason you couldn't perform them while raging.

Nope I was actually working on writing a mod that may give limited access (if the NPC's have em...) and the question came up.

Don't know if it will get approved in mad rush of the final year but what the hey, last chance to use all those books I bought. :)
