If the intention of the ruling is how I suspect it to be, the first bullet point should be rewritten to read: Reincarnate may only be cast during an adventure. It may be cast by either another character, or an NPC druid with that spell prepared who appears in the adventure text. That period is important in removing confusion. If it's how I would like it to be interpreted, it should be added to the spells available to be cast by npcs. Potentially with a more restrictive town size limit, to reflect it not being a cleric or wizard spell. And that first bullet point should be removed.
