He can't take it without campaign documentation (assuming that it's not on the open list).

The rules options in this document are divided into two types of access. If a rules option is not included in this document, you must have campaign documentation Opening it for your PC.

A PC can not cast 'Rhino Rush' unless that PC has campaign documentation declaring it Open.

The LGCS says that anything from the Core books (PHB, DMG and MM) are Open unless otherwise stated. As Rhino Rush is not in the Core 3 nor is it listed on the Open or Closed lists it is neither Open nor Closed (NONC). Anything that is NONC requires Campaign Documentation to use. Well, technically everything requires Campaign Documentation to use, the LGCS just provides that documentation for most cases. In the case of Rhino Rush you will most likely need to find access to it on an AR somewhere. I suppose it might be possible to get access some other way however, such as through a Meta-Org Record.
