Usually a purchased scroll operates at the minimum caster level to cast
it as well as the minimum stat to cast it. Minor Image operates as if
a 3rd level Wizard created it with a 12 Int. Does the user of the scroll
get his spell focus bonus when casting the scroll? What is the DC if the
user had Spell Focus Illusion?

Staves specifically permit one to "... use the wielder’s ability score and relevant feats to set the DC for saves against their spells", but that caveat is assumed to apply to staves only.

yea somehow strange, i think you can write scrolls with metamagic feats (and bumping the spellslot and caster level and therefore cost to the apropriate level - note that "energy substitution" does not go up in level), but i am not sure about things like spell focus or spell penetration or similar thingies.

Scrolls operate at minimum levels unless you yourself created the scroll.

Scrolls operate at whatever caster level they were scribed at. For purposes of DCs a scroll has the minimum casting stat of 10+spell level. Thus the DC for an Nth level spell from a scroll is 10+ 1.5*N(round down).

You do not apply spell focus, racial bonus (ie Gnome), or other things not contained within the scroll regardless of scriber or reader.

Now perhaps the poster is confusing the fact that LG limits what we can purchase without specific access in terms of scrolls. These are at the minimum caster level as far as I recall.

No, I was presuming the scroll caster had the spell focus feats, but the scriber did not. The next question is, of course can the scriber create a
scroll with the feats in it, and how does that affect the cost?

page 88 PHB "Effects of Metamagic Feats on a Spell" and "Magic Items and Metamagic Spells" (srd version, for easiness of pasting, but basically the same text)

Effects of Metamagic Feats on a Spell: In all ways, a metamagic spell operates at its original spell level, even though it is prepared and cast as a higher-level spell. Saving throw modifications are not changed unless stated otherwise in the feat description.
The modifications made by these feats only apply to spells cast directly by the feat user. A spellcaster can’t use a metamagic feat to alter a spell being cast from a wand, scroll, or other device.

Metamagic feats that eliminate components of a spell don’t eliminate the attack of opportunity provoked by casting a spell while threatened. However, casting a spell modified by Quicken Spell does not provoke an attack of opportunity.
Metamagic feats cannot be used with all spells. See the specific feat descriptions for the spells that a particular feat can’t modify.

Magic Items and Metamagic Spells: With the right item creation feat, you can store a metamagic version of a spell in a scroll, potion, or wand. Level limits for potions and wands apply to the spell’s higher spell level (after the application of the metamagic feat). A character doesn’t need the metamagic feat to activate an item storing a metamagic version of a spell.

so, you can apply metamagic feats, but not general feats, like "spell penetration", "spell focus" etc. these metamagic feats might require the use of a higher spell slot and therefore may cause higher costs to scribe. in addition even a metamagically enhanced spell on a scroll, always uses the minimum intelligence modifier of the original spell for determination of the spell's dc.
