Would throwing one at another PC be considered an evil act?

Depends on your intentions. I would rule (and let's make no mistake here, the best answer you will get is a personal opinion) that if you did it for tactical reasons, it is a silly, but not evil, act. If you did it just to watch your fellow adventurer suffer, then yes, it's evil.

Now here is the real question: Why would you waste 300 GP on that? Actually, why would you spend 300 GP on it at all?

It would work best at lower levels against a lot of enemies, but you don't have 300 GP to spare at lower levels.

But, as always, play as you wish.

Would catching another PC in the area of a harmful spell be considered a harmful act? Generally yes, unless the other PC agreed to it.

You can sometimes make the argument that you had no choice in the encounter. I've also warned PCs not to move to a certain spot and if they do, bad things may happen (fireball, arc of lightning, flamestrike, cloudkill).

However, given the name, it sounds like while it may be an evil act, it may also be a funny one.

It's a MIC item. You can throw it or use it in a sling, and it can nauseate the target, and sicken those in a 10' radius of where it hits.

I would expect table variation on effects like this that don't actually deal damage (especially if the player is fine with that happening to his PC).
