My stone lord is starting to pick up stonelord spell like abilities.

Caster level is easy .. its the stonelord level.

In terms of spell DCs the relevant stat is clearly CON .. but what is the SPELL LEVEL of a hold monster or slow cast by a stone lord ??

If I had to make a guess, I would put it at the default level for a wizard or sorcerer.

Use the standard rules for spell-like abilities.

In the MM (pg 315) it says if a spell belongs to several lists, use the sorcerer/wizard equivalent unless specified otherwise. If the spell is not a sor/wiz spell, then it goes through a progression until the spell is available;
sor/wiz -> cleric -> druid -> bard -> paladin -> ranger

Strange, but I was just looking this rule up when I ran across this question. ;)

another issue comes to mind though

if a stonelord with barbarian levels rages can he still use these abilities .. I would assume yes as the rage description specifically refers to spells and spell activation

IIRC things that prevent spells prevent spell-like abilities.

"While raging, a barbarian cannot use ... any abilities that require patience or concentration, nor can he cast spells..."

Spell-like abilities still require a moment's concentration to activate (hence the need to cast defensively or make concentration checks if damaged).

You could take a level of Rage Mage.

It allows you to cast spells while raging once per day.
