Storm Bolt Feat and Sneak Attack? [Archive] - Wizards Community

Hi All,

The feat Storm Bolt [Reserve] from Ca reads "you can FIRE a 20-foot BOLT of electricity". Because of words like FIRE and BOLT, I am wondering:
1. Do I need to make a range touch attack to hit?
2. If the bad guy is denied a his Dex bonus, can I add my sneak attack to it?
3. Can I count this as a ray so as to add my Spellwarp Sniper Sudden raystrike damage (as well as the sneak attack damage from question 2)?
4. If the above are yes, then can I all in one round, cast Distract Assailant (swift), then use Storm Bolt, and get both the Storm Bolt Damage and the sneak attack/raystrike damage?

1) No, it's like a lightning bolt, you place the line of effect, everything there takes damage
2) No, since you don't need to roll to hit, there is no precision damage
3) No, it is not a ray effect. No where in the feat description says that it is
4) Moot

Now...the better question is: What's the Saving Throw?

I would believe that since it is not stated, it should follow the standard DC for SLA:

10 + the level of the spell the ability resembles or duplicates + the creature’s Cha modifier.

In this case, I would think it duplicates a Lightning Bolt? So that would be 13 + Cha Mod DC

Actually, that is stated under the Reserve Feats description. That Saving Throws (if allowed) are 10 + Spell Level of Reserved Spell + Ability Modifier of primary casting ability.

What it DOESN'T say is what kind of Saving Throw is it? Logic would dictate a Reflex save....but as it doesn't mention it in the description, would that mean there's no save? Yes yes, I know the whole idea of "It doesn't say it doesn't allow it." while being hit with "it doesn't say it DOES allow it..."

Some other "elemental" Reserve feats either have no save (Acidic Splash - requires Range Touch) or specifically mentions a Reflex Save (Fiery Burst and Winter's Chill). Storm Bolt is the only one which doesn't....yet. (Still waiting on Eratta for it).

It doesn't mention a save so there isn't one.
I might houserule that in a homegame but not in LG. It's still not terribly powerful: NB the damage is based on spell level not caster level.

Correct, this is one that does not have a save. Makes it one of the better reserve feats, but still very short range and fairly low damage.

Each reserve feat attack has its own unique configuration. Some allow Saves. Some require to hit rolls. Some have greater range. Some have more precise targeting. Heck, some just have more spells available to power them through the spell slots.

Storm Bolt is one of the best of the bunch due to the lack of a Saving Throw, but it isn't the lowest-level to enter, its range never improves, you can't score precision damage, and using it without hitting your friends often requires you to expose yourself to a charging lane.
